25 billion dollar detroit bail out passed by the house

While we were distracted with the 700 billion dollar bail out, the house today passed a 25 billion dollar bail out (loans for Detroit at low interest) and will repeat with another 25 billion next year according to this article at US News and World Report http://www.usnews.com/blogs/flowchart/2008/09/24/a-25-billion-lifeline-for-gm-ford-and-chrysler.html . I saw this mentioned on CNBC, but nowhere else! I guess the line forms to the left, who is next? the airlines?
