How to make new metal jerry can safe for potable water without rusting?

I got a metal (NOT stainless) jerry can (sportmans guide military reproduction) and I want to store potable water in it. I washed it out with blue dawn to get rid of production contaminants and it started to rust after letting the soap stuff sit overnight.
So how do I clean it out to potable quality and keep it from rusting without using petrochemical coatings? The reason I got metal i/o plastics is leaching concerns.

I was thinking use the coatings that is sold to seal car gas tanks, but the chemicals are most likely not safe. So....can't think of anything else.
