 This doesn't make a lot of sense as a solution to me. There's also other articles someplace that they are going to start spraying from planes

Actually it is a novelty with lots of promising money behind it.
The idea of using drones for crop spraying is trying to catch up, but it is inefficient (due to physical limitations) and does  not work well...
So someone tried to push the idea to place himself in the market and secure government contracts.
