It's not an entirely bad idea for those who could afford it and don't have enough space to store their own raft.

i can see the coast guard pressing these boats into service and the clients having to pay for damages.

Definitely on the first one.  I imagine who was responsible for damages would be part of the Charter Party / "subscription" agreement
